Participation is open to all and is not limited to any specific category. Participants can enrol individually or as representatives of an organization, institution or government.

The following groups will be targeted in particular, however: trade unionists, particularly those working in the fields of international affairs and labour law; representatives of employers' associations; governments - particularly civil servants in charge of issues relating to regional integration - and the officials of international organizations who work on issues concerning employer-employee relations or labour standards.
