Objectives of the Seminar
The Staff Seminar will bring together
some 45 participants from field and Headquarters to
exchange views and experience on integrated approaches
for promoting Decent Work at the country level.
It will review the experience of Decent
Work Pilot Programmes, which are in different stages
of design and implementation in seven countries. It
will also provide a venue for sharing experience with
respect to recent initiatives undertaken in Regions
and Sectors for promoting an integrated framework
for ILO action.
The Director General has repeatedly
emphasized the goal of policy integration. The first
of the six Shared Policy Objectives set in the 2004/5
Programme and Budget concerns the implementation of
"An Integrated Approach to Decent Work"
as an overarching goal for all ILO units.
The initial review of the DWPP and other
initiatives during the Seminar is intended to pave
the way for consolidated action in this area. Its
aim is to develop a common understanding on opportunities
for promoting policy integration at the national level,
to assess gaps that need to be addressed, to review
working methods and to strengthen capacities. The
discussions will address three levels: a) the substantive
elements of Decent Work policies (selected themes);
b) the management of national processes of advocacy,
consultations, engagements by constituents and dialogue
amongst social partners and c) the modalities for
providing a coherent and integrated ILO response.
This Seminar should be seen as one in
a series of steps for sharing experience and knowledge,
developing a common approach and identifying effective
and practical methods and tools for promoting policy
integration at the national level. A similar Workshop
focussing specifically on the integration of the Decent
Work agenda in PRSPs and PRSs will take place in September
2003 in Turin.

Participants travelling by bus from Geneva will arrive
on Wednesday 9th July 2003 in the morning. The Seminar
starts at 12:00 on 9th July 2003.

Participants from technical sectors
in Geneva, field Directors and technical specialists,
CODEV, PROGRAM, ILS and INTEGRATION.
Organization 
The National Policy Group, Policy Integration
Department (INTEGRATION/NPG) and the International
Training Center (ITC) jointly organize the Seminar.

The Programme entails active participation of all
through plenary discussions, panel presentations and
working groups on selected topics addressing both
substantive and process related issues.
Logistics and cost-sharing 
The Board and lodging in Turin for all
participants as well as transport by bus for participants
arriving from Geneva are covered by INTEGRATION.
Participants travelling from field are expected to
cover their own travel costs. Specific arrangements
are in place for field staff managing the DWPP countries.
All logistics and organizational matters are handled
by ITC, Turin (Fred Fluitman, A. Tirelli).
