The Course Reader was initiated as a joint project by:

The International Labour Organization (ILO) 
Workers' Activities Program
and International Training Centre (ILO-ITC). 

and 

Canada's TeleLearning National Centre of Excellence (TL-NCE) Virtual U Project  

Other initial supporters of the CourseReader include the United Nations System Staff College.

Another prime supporter of the Course Reader is GEN -  the Global Educators Network. GEN is an international community of educators working on issues related to education via computer communications. It is a Virtual U project.

The Workers' Activities Program (which is also known by its French Acronym : ACTRAV) is aimed at supporting the development of unions and international labour standards around the world.

The ILO's International Training Centre is dedicated to bringing educational and training opportunities to governments, employer organizations and worker organizations in developing and emerging-market countries.
